The National Inventory of Core Capabilities for Pandemic Influenza Preparedness and Response (National Inventory) has been used in more than 40 countries to document select capabilities at a single point in time, and determine progress toward enhanced preparedness over time. For each of the 12 capabilities included in the National Inventory, key indicators address the coverage, timeliness, or quality of specific public health functions. The tool complements WHO guidelines by providing information to guide ongoing investment in preparedness and response; inform strategic and program planning across pandemic phases; and review logistic and operational needs, and address deficiencies according to available resources (also available en Español and en Français ).

The surveillance evaluation tool is intended to help CDC and its cooperative agreement partners take a standard, systematic approach to the review and assessment of epidemiologic sentinel site surveillance for influenza like illness (ILI) and severe acute respiratory illness (SARI). The tool consists of a series of questionnaires/site visit guidelines to help in the identification of problems, and it also provides the opportunity for users to provide quality, focused technical assistance, feedback and recommendations.

International Influenza Laboratory Capacity Review Tool: Download the PDF .

The CDC-APHL International Influenza Laboratory Capacity Review Tool (IILCRT) is a data gathering tool to assess laboratory capabilities and capacities, with an emphasis on influenza diagnostics. The information collected from the tool can be used to identify a laboratory's strengths and challenges. The capacity review with the IILCRT will be conducted in the laboratory to assess a wide variety of laboratory aspects.

The tool consists of 10 modular sections which include:

  1. Laboratory Contact Information
  2. General Laboratory
  3. Virology Laboratory
  4. Molecular Biology Laboratory
  5. Influenza Testing
  6. Staff Training
  7. Specimen Handling, Collection, and Reporting
  8. Laboratory Safety and Biosafety
  9. Quality Assurance / Quality Control
  10. Recommended/Required Equipment and Reagents

The modular design of the tool allows for each of the sections described above to be administered independently, and/or by multiple persons if teams are completing the review.
